In 1991 Rubicon recognized the need for a service in Lake Tahoe that combined independent information resources for
local entertainment, weather, road and ski conditions into one access point, easily accessible to locals and
visitors. In response to this need, Rubicon developed and deployed the Lake Tahoe Hotline. The Hotline makes all of
this information available with a single phone call. The Lake Tahoe Hotline quickly became the regions central
information source. In 1994 the Hotline was awarded the Golden Phone by Infotext Inc. for the best telephone
consumer information program in the Nation. |

COMMUNICATION DIVIDE

The Lake Tahoe Region is split in half by the California/Nevada state-line. Calling between the California and
Nevada regions of Lake Tahoe gets very expensive if you are paying by the minute every time you place a long
distance call across the state-line to a friend, business, family member, etc. In 1996 Rubicon introduced Short
Distance, a flat-rate calling service that enables subscribers to place calls across the state-line for a flat fee
and talk as long as they want. Short Distance eliminates costly per minute calls across the state-line in Lake Tahoe
and saves subscribers a bundle in costly long distance fees.

Beginning in 1998 Rubicon added business-scale telecommunications to its focus. Because of the relatively small size
of the Lake Tahoe region, the national phone companies had not focused much attention on Tahoe businesses.
Consequently, local businesses were paying high rates for voice and data service and receiving poor customer
service. Rubicon recognized this problem and decided to solve it. Rubicon established relationships with top voice
and data service providers and aggressively entered the business telecommunications market with a suite of high
quality services. As standard customer service practice, Rubicon offers all businesses free cost analyses and
